As of right now, Ominous Banners are part of the certain loot you will get upon killing a pillager that has a banner on it's head, or if you simply break and collect the ones that act as decor for pillager outposts. I believe that this item should be more rare, but have simple pro's and cons adding unique functionality to the game that follows the Vanilla experience.
Here is the idea, I will divide this into pros, cons, how it can be collected, and smaller extensions of this idea.
Pros: It would act like gold armor does for piglins, that is, when you wear it, all mobs considered "illagers" (pillager, vindicators, evokers, and illumineers) will not act hostile towards you.
Extention of this idea: When the pillagers are in a passive state, (when you are wearing their banner), you can barter with them by throwing emeralds, similar to piglins. The loot table could consist of tripwire hooks, string, crossbows, iron axes, and maybe some other items.
Cons: You cannot wear a helmet while wearing the Ominous Banner, and ravager beasts will still act aggressively if they are not mounted by another pillager. Villagers will run away from you and refuse to trade, and iron golems will instantly attack you upon seeing you.
Extention of this idea: Iron golems have a higher chance of being built by villagers as they now see you as a threat when you are wearing the Ominous Banner. Maybe villagers have a banner of their own that provides the same function as my proposed Ominous Banner idea.
