The idea: Cobwebs can be used as ammunition for a crossbow. Upon being fired, a white projectile visually similar to llama spit is emitted. Said projectile generates a cobweb at the location of impact with an entity should said location be breakable by water.
The upsides: Gives crossbows a new and significant use in PvP. Further distinguishes the use of a crossbow from that of a bow by giving it broader ammunition choices. Makes cobwebs more worth collecting in their pure form. Potential redstone applications.
The downsides: Generating a block at the location of a mob requires placement rules without precedent. Breaks with precedent of a lack of handheld long-range block-placing methods. Arguably accomplished by slowness arrows. Perhaps not very fun for a player on the receiving end (although, getting hit by slowness arrows isn't either and is harder to break out from).
