cobweb feature return

In one of the previous snapshots, a feature was added that made cobwebs turn projectiles back into their item forms. However this was remove because farms were being made exploiting these features. Players were able to obtain to many items that mojang didn't want them to have without crafting. I would like to return this feature. However I would add a change to appease mojangs wishes. Have it so cobwebs don't let items drop. If an item is in a cobweb they cannot fall. Also have it so hoppers cannot pick stuff from cobwebs. If that is still not enough, have it so that players cannot pick up items from cobwebs unless they break it. This last bit is optional.
