easily change part-solid block types

TL;DR

a tool that cycles part-solid block types

What?

i want blocks with part-solid types to be treated to be a single item type, and a tool to cycle them. if we destroy the part-solid block, it will drop it's original block. also not very practical, but being able to cycle ALL blocks to half-solid blocks will ramp of the creativity of minecraft more.

Why?

if we use half-solid blocks in survival, it will clog up our inventory even if they can be treated as same block types.(can argue) also it can be annoying to find out that "we dont have slabs of this kind"
