Add a way to have roads that doesn't involve new block variants.

This new roadway system would be possible with one new block: the concrete foundation block. This block is crafted with concrete of any color combined with cobblestone in much the same way as TNT (5 cobblestone, 4 concrete). This recipe would yield the player the foundation block. This block is a relatively boring-looking greyish block, however when a block is placed overtop of it that block will grant the player a speed bonus when walking overtop. What's the use? If this was added, players could retrofit their roads with an stealthy upgrade. The fact that the foundation grants the block overtop a speed bonus will allow players all the functionality with none of the ugly roads, and it would just give the players who do use roads a reason to build them and use them.
