In my opinion, Pillagers, (and pillager outposts), are pointless right now. When i'm exploring my world and find a Pillager outpost, I don't bat an eye. It's not exciting because there isn't really a use for them. The loot from the chests are almost always horrible, that being any of these items: dark oak log, wheat, crossbow, carrot, potato, arrow, string, tripwire hook, iron ingot, bottle o' enchanting, and on occasion, an enchanted book. Now remember, these things may only be found in the singular chest at an outpost, not dropped by the pillagers themselves. A pillager will either drop a crossbow, arrows, or an ominous banner. It isn't worth it to me.
Now here's my suggestion; I think Pillagers should on occasion drop different rarities of enchanted books. I'm not saying every killed Pillager should drop one, but maybe a 3% chance or so. This would give players the incentive to go fight the pillagers, and even create a farm.
Since Pillagers continuously spawn at an outpost, an enchanted book farm can be created by players. This would be an exciting farm to build/have, but it wouldn't be too overpowered. Like I said, it could be a 3% chance drop or so, and the books could range from Smite I to Sharpness IV. The better books would be way more rare to get. This would give a reason to create a pillager farm.
The story can also be, these are the books the pillagers stole after previously raiding villages.
