Controversial opinion incoming...
The top of the nether ceiling is a broken game mechanic. In order to get there you need to break bedrock, which is something that shouldn't be possible. Once you're up there you can make incredibly overpowered mob farms and fast travel through the nether without any of the risks that the Nether are supposed to impose upon the player.
By preventing any mobs spawning above 128 in the nether, the nether ceiling would essentially become a void. The developers should continue to remove the bugs that enable breaking bedrock and this place should become somewhere that players do not go. Players could still place and break blocks up there, but there would be no real incentive to do this. Portals should no longer link up to portals above 128 in the nether in order to make it inconvenient to use it for fast travel.
In order to farm nether items and travel through the nether, the player should have to actually build farms, tunnels and bridges in the main body of the nether, facing the lava and the mobs as the game was intended to be. This would re-introduce imagination and creativity into nether farms and transport as the players attempt to conquer and survive within the realm, rather than just dotting spawn platforms and portals high up in the strange safe haven that currently exists.
