When you are making your redstone suggestions, please note that Java and Bedrock will not have the exact same the same redstone systems - this would require redoing redstone system completely on one platform or the other. The two systems are functionally different and are going to stay that way. Please be sure to tag your suggestions with (Java) or (Bedrock).

A rail to detect blocks in a mine cart chest

Let say you have a rail way and you want to empty a mine cart chest the rail can detect if block are in the chest and activate attached redstone accordingly

    Instead of a whole new block, I think this should be a feature of the detector rail. If it must be a new block, it should be created and behave similarly to the current weighted pressure plates.

    I'm pretty sure you can always you can already do this with a system involving  Hoppers
