Wither Skeletons spawning in Soul Sand Valley instead of Nether Fortresses

Wither Skeletons should spawn in the Soul Sand Valley biome instead of the Nether Fortress because there is not much reason to go to soul sand valley currently and it makes sense for wither skeletons to spawn there instead of spawning in Nether Fortresses.

    I like the idea of them spawning in soul sand valleys, but I think they should keep spawning in nether fortresses because it adds more challenge given blazes are easy to kill.

    Good idea but then the skeletons there would go to the fortress
