Guardian Enchantment

Let's say you decide to go to an ocean monument, and protection isn't good enough. The Guardian enchant would be stronger than protection but would only work in water or during thunderstorms. This would be like smite and sharpness, in that smite is better for certain mobs. If this happened, it wouldn't be compatible with protection, fire protection, etc. and there would be 3 levels to it.
