Wither Summoning Undead mobs

I think the wither should be able to summon undead creatures like wither skeletons, zombies, and phantoms.it would take 7 seconds (easy), 6 seconds (normal), 4 seconds(hard) to summon creatures. it would spawn 3-5 on easy difficulty and 5-8 on normal, 8-10 on hard and 14 on hardcore mode. Mobs would have 35%(easy) 45%(normal) 55%(hard) to spawn with armor/weapons(enchanted if the mob spawn with a weapon like a skeleton or upgraded time stone sword -> iron sword for wither skeleton. The strongest armor you can get depends on difficulty, gold on easy, iron on normal, diamond on hard, and maybe netherite on hardcore. When summoning mobs, the wither puts down it's wither shield and takes 10% more damage

    the wither already summons wither skeletons in bedrock

    I meant, whenever it wants, not when it's at half health.
