So basically an item that would transfer enchantments from items onto enchanted books? I am cool with this as long as the NBT RepairCost would not transfer from the item with the enchantments, as then you may run into the 'Too Expensive' issue later trying to use the book to enchant a new item.

If you are using high amounts of XP to use this, then when the enchantments are transferred to a book (Turning it into an enchanted book with those enchantments), the RepairCost on the newly formed enchanted book should remain at 0 instead of the item's RepairCost transferring with it to the book since you already spent the XP to enchant the item, and then even more XP to transfer the enchantments to a new enchanted book.

On a side note, the amount of XP you would spend to do this would also have to be high due to people potentially exploiting this by fishing for Enchanted Bows and Fishing Rods for ones with Mending I and using this new block to create easy access Mending I books this way. Either that or make it that Treasure Enchantments (Mending, Frost Walker, and Soul Speed) cannot be transferred to a book from an item.
