Clear Skies (No Rain or Snow) Above Cloud Level

With the addition of the layered Nether biomes, perhaps there could be a new "Sky" biome where it does not rain or snow added to the Overworld and starting right above cloud level. If this was added it would make it seem like rain and snow actually came from the clouds without having to rework the clouds or weather systems themselves.

This may, however, require a specific Sky biome for each other biome if the grass color is to be kept the same. If not, perhaps grass could be a cooler color like in cold biomes when in the Sky biome.

    With the addition of 3D biomes in the overworld with 1.18 and the mountains perhaps causing us to be above the clouds more often, maybe something like this could now be more possible and even nicer to have?
