Curse of Inefficiency

The exact opposite of the enchantment of efficiency. The tool becomes less effective for its block type.

We have Mining Fatigue, why there is no Inefficiency?

    It should go up to Level 5 like Efficiency.

    I think Minecraft needs more Curses, and this is exactly a great idea. I think any tool with Inefficiency would be unable to be enchanted with Efficiency as well, until the curse was removed.
