Nearby bookshelves powers enchanted items

I want enchanted items to power up any enchanted items. Like sharpness 1 goes to sharpness 2 if it's in a 3 block radius in the bookshelves. If it's max, nothing happens. That goes for zombies, skeletons and other things like that.
