Momentum enchantment

Momentum enchantment can be enchanted on pick axes axes and hoes.using the enchantment the longer you might the faster it'll get but if you stop for even one second it will reset. There'll be momentum I and momentum II.

Can it go on boots to and the more you run without stoping the faster you get?
