Soul Speed Functionality

To add some extra functionality to Soul Fire items and the Soul Speed enchantment, Soul Speed boots should give a 10% speed boost when the player is near Soul Fire blocks, e.g. soul torches, soul campfires, soul lanterns and soul fire.

Hmmm I think it's better to be just 5% but if you're near more soul fire like 1 more it will increase by 5% again causing it to be 10%

But 25% is gonna be the cap or 5 soul items
