Mining and XP gain

Why don't we gain XP from mining blocks other than ores? If we gained a small amount of XP from everything we mine we'd have an incentive to mine/dig more instead of sit at a mob spawner AFK. I only sit AFK at a spawner when I want XP for enchanting but this would be the perfect replacement because everyone would have an excuse to mine instead, because the only thing mining did before was material gain. I don't think mining XP would be unbalanced at all.

    It will have to be a small amount of xp per block because many people mine not to farm xp, but to get stuff.
