[Java Parity] Add Java Cape Physics to Bedrock Capes

In Java Edition, Capes can pretty much move freely. But in Bedrock Edition, Capes can only move up and down. I really want Bedrock capes to have Java cape physics so they can move freely, too.

    That would be good. Can we also add custom capes to bedrock? At the moment, you need mods to get capes.

    wdym java (us) dont even have that or if we do i dont have a mod for it and i dont know how to turn cape physics on,

    by cape physics do you mean the actual look like its made out of cloth and doesnt look like a rectangular piece of cardboard strapped onto your back? or what
