Nylium spreads within their respective biomes

Warped and Crimson nylium should spread to netherrack, but only within their respective biomes.
Because endermen tend to pick up nylium blocks, they can ruin the natural landscape of these biomes, usually the warped forest biome.
If nylium could spread, then this would make these biomes seem more alive and endermen wouldn't ruin the landscape as much.

    I have a base in a warped forest and the only way I can maintain the biome is by occasionally going and killing skeletons for bone meal. It would be so much better if it just spread to pure netherack blocks.

    That, and remove Endermen picking up Nylium, it's such an unfun nuisance cleaning up the landscape every 10 minutes from Endermen. In the overworld with grass, it's not too bad since they aren't nearly as common, but in the warped forest it's constant rearrangement.
