Netherite shouldn't be able to despawn

Netherite is a very rare item/material, simply because of the process required to make one piece. It sucks when some very special items can be defeated by the humble despawn system. To make this item a little more valuable, it might be reasonable to "buff" these items by allowing them to persist when dropped. This function would apply to scraps, all the way to the final products, such as netherite armor and tools.
