Add phantoms to the mob event list

I think it's great that the mob event command was made in order to stop wandering traders and pillager caravans but I think phantoms should be added to that list so if you type in the command there would be a phantom event option and you could just type in false and they wouldn't bother you anymore

    But there's already a gamerule to not spawn phantoms by doing "/gamerule doInsomnia false".
