Nylium can spread like grass and using bone meal on nylium grows vegetation so there is no need for this. Also, I need the Endermen to pick up the nylium so I don’t need Silk Touch,

It doesn't shrink, it spreads. Endermen with something in their hands don't despawn. I think it looks really interesting and should be kept.

1.19 Arrived, changing the mob spawning rules so enderman spawn in higher light levels. This has made the warped forest untenable for any type of long-term habitation. Endermen continue to spawn (in greater numbers now), pick up nylium and vegetation at an unreasonable rate, and then just accumulate in random corners where they can't put their items down and therefore can't despawn. It was a problem before 1.19, but could be solved with torches. Now it's absolutely ridiculous. There's more endermen holding items near my warped forest base than there are in the End itself. PLEASE revert enderman spawning to how it was before.

I agree completely with the comment made here. Endermen spawning by the dozen in the Nether and can't despawn because they pick up something and accumulate in places where they can't place it down. I had to kill off 220 Endermen just around my Nether base. I can't see any chance to spawn-proof the place whithout changing the biome rigorously.

Aggravating is the fact, that Endermen do spawn on Warped Wart blocks, making almost every Nether tree a valid spawn location. This wasn't a big problem before the light level update, as the light levels given by Shroom lights prevented most spawn attempts.

The spawn conditions for Endermen should be reverted or new measures against the overpopulation of Endermen introduced.
