Tool: monster staff

My idea is a new item, this item can be used as a weapon, monster staff is not a great name really, any ideas are accepted

To create this weapon it needs 2 blocks of obsidian(1), a nether star(2) and 2 leather(3), it is put in the crafting table like this.(each item is numbered the 0 is empty spaces)

the staff is black with a leather sheath in the middle as the handle with a nether star sat on top(optional: the star is either attached which means 2 more blocks of obsidian in the places of the 2 zeros in the top row resulting in the star being incased in root like obsidian like most crystal holding wooden staffs, or floating with the animation of the end crystal

Whats the staffs use: The staffs use is to "control" the mobs. what i mean by this is if in your hand hostile mobs wont go anywhere near you they will keep 5-6 blocks away from the player. The staffs attack damage is 3. if thrown the staff does 2 and a half damage

If given the enchantment fire aspect, it will technically shoot fire causing 2 and a half hearts off damage and setting whoever it hits on fire, the one down fall to make the item legally useable for strength is with fire aspect it can no longer be thrown, it can also not be spammed as it will become a op god weapon if spamming was allowable, to counter and make it fair the staff can be used once every 2 seconds when shot, and requires 1 and a half hearts to shoot, thus making it a strong but limited use weapon
