The potion of soul vision would of course need something from the nether. Not sure what hasn't been used yet, but I think it could be a new item called "warped spider eye" crafted by using a warped fungus mushroom, sugar, and spider eye. This would make sense, an eye being used and warped to see souls.
The "Soul Vision" effect will be much like a combination of thermal vision and glowing. Everything that isn't a mob will be blue, mobs are highlighted as orange. While you can't see "souls" through solid blocks, it lights up the full hitbox of a mob. Hitboxes generally aren't too much bigger, but they're the true size of a mob. When even a tiny bit of a hitbox would peek out of somewhere, the full thing is visible in bright orange. Soul vision also works through plants and non solid blocks like glass.
Mainly, this potion just makes seeing well hidden mobs easier. For example, if someone is crouched behind a lot of bamboo, you might not see them. But with the bright orange color, it's a lot easier.
