Renaming Items in the Anvil Should Not Apply Prior Work Penalties

I tried to rename a bow I had just recently enchanted recently, only to find that it would cost 32 levels just to do so. I think that this is ridiculous as I had simply forgotten to name it alongside the enchantment and now it costs an insane amount just to do it. I propose that renaming an item should always only cost 1-5 levels to enchant as I don't want to have to create an xp farm just to rename my bow to "David E."
