There is such a thing as too much control, and this is it.
I like the idea of Bad Omen because it gives the Player the choice to start a raid, If the Player doesn't want it they can avoid them. Since Pillagers have a aggression range of 16 blocks they are as easy to avoid as Skeletons during the day.
The problem with drinking milk is that the player gets to choose if a village gets attacked or not. This is a broken mechanic since the player angered the illagers he should deal with the aftermath.
By preventing milk to cure Bad Omen the player is left with a choice:
1. The Player could kill himself to get rid of it losing most of their XP (unavailable in hardcore)
2. Go to a forereign village, letting the Pillagers raid it instead
3. Go to your main village and defend it
Bad Omen comes with a price wich the Player must be ready to pay.
