There are many attributes like generic.armorToughness and others, the idea here is to have an attribute that modifies the speed at which items are used. This would affect potion and food eating speed, bow and crossbow loading, etc.
Maybe there can be something like "Quartz Armor" or other that is an upgrade to Gold Armor that implements this attribute, like how Netherite implements knockback resistance.
This could also be used by map-makers and datapacks to add in custom armor or other things. Maybe the attribute would apply to mobs too, making skeletons and pillagers fire faster and witches using potions faster.
