Charged creeper explosions give a new effect: Deafness

Deafness would be much like a stopsound command, but unlike commands that have gaps with ticks, the player can't hear ANYTHING for 20 seconds on easy, 40 on normal, 60 on hard, etc. This would make sense, explosions damage your hearing, and Charged Creepers explosions are much more powerful. Their explosions would be the only natural way of getting it, but with commands, it could be useful for map creators.

    There there could be different levels of it, 1 being it just slightly muffles sound, 2 being it muffles sound a lot, and 3 being no sound at all. These could be gotten by any explosion, not just charged creeper explosions.

    Maybe it muffles the sound depending on the effect level but also overlays a ringing sound
