Repairing a bow with one string is cheaper than the crafting recipe so it should cost at minimum 3 string. Also, why is this needed? You can already repair bows with freshly crafted bows, Do you really want those 3 sticks back?

Its an anvil repairing, each string would repair 25% like other materials. Its for consistency as everything else has a repair material in Anvil.

String makes the most sense. The amount of string needed to repair can scale (similarly to the exp needed) the more it's been repaired. It's like you're wrapping cloth around the wood to keep it together until it simply can't be fixed anymore.
