Utility enchantment

The utility enchantment would make a tool work better/morw efficiently with blocks what the tool is not as good as with mining/breaking other other blocks for example: an axe with the enchantment would break a stone block more efficiently the enchantment goes to IIIA . Utility 1 would make a tool 1.5× more efficient with other blocks, utility 2 would make a tool 2× more efficient with other blocks, utility 3 would make a tool 2.5× efficient with other blocks,
