I feel like there should be a new enchant that can be added to the chestplate called "Floating I". It will only be level I, and what it does is it acts like a floaty in real life for children when in the pool, or a tube. It will keep the player perfectly level on the y-axis when in water (no slight drifitng downwards) which will help keep steady to build or mine underwater. It will also have an effect against streams similar to depth strider, meaning it will make water elevators a less effective, so be careful with how you use it.
