Make Lilypads Farmable

This could be as simple as allowing lilypads to function like tall flowers (use bone meal, boom, new lilypads) or making them generate in swamps when bone meal is used on water, or as complicated as making them something that has to be grown, like pumpkins—maybe we could get "lily seeds", and lilypads could be like pumpkin sprouts for generating something new and useful.

Lilies are a really pretty but fairly ornamental block, and it's really weird how rare they are. Because of the upcoming changes to fishing, they're about to get even harder to obtain. I hope we can get an easier method!
