Tropical fish should spawn with black color

The black color is left out. They can only be spawned using commands. WE NEED THEM!!

    I am thinking about building an aquarium in my survival world and I would like to have a black fish too. And 2 months ago, this got resolved as WAI on the bug reporter. And if it is unused, why it has been added at all?

    Maybe they will be obtainable in survival without them naturally spawning. Depends on how MC-196402 gets resolved.
