Let me start with the fact that I absolutely love the Slow Falling effect and potions. It is great with the Elytra because you can almost hover in the air. That is great to take a look at your build for example.
However, as much as I love it, I think the development team missed some great opportunities.
Many potions have variants (e.g. Speed 1, 2, 3). With Slow Falling this would also be great. Let me tell you how I would like to see this implemented.
In the effect you now have 2 new variables: Strength and Decay.
Strength is fairly simple: it controls how fast you fall (so it is the fall speed reduction value). 0 Strength means no Slow Falling and 255 means you hover completly still.
Decay is a more interesting one (and as far as I know there is no such thing in Minecraft yet). Decay basically controls how long it takes to 'fade out' the effect. In that way the Slow Falling potion is unique because it doesn't stop like other potions do, but it gradually fades out. I envision it as a curve (see below) the Decay value controlles the black dot. So a low Decay means that it is almost linear and a high Decay means it is something like shown below.

Of course the length will still be a parameter and it can all be controlled with the /effect command.
Due to the 1500 character limit, the full idea will be made up out of multiple parts that relate to each other.
