Improved Looting Enchantment

In my world, I’ve worked very hard to get looting 3 on my diamond sword. However, when I kill anything it seems to have a 50/50 chance of actually getting me extra loot or nothing at all. It often gives me zero loot from mobs and it seems like a waste of time getting it if, in the end, I’ll get the same loot as I would without looting. I propose that with even looting 1 it gives you something every time. In my situation, getting ended peals was a pain in the butt because I would often kill endermen and not get any pearls. I would like that with looting 3 I at least get one every time even if that means lowering the maximum amount of loot possible to be lowered. Thanks!

    Looting isn't meant to be a sure chance enchantment. It is meant for you to have a good chance at getting more or rarer drops from a mob. It is mainly just a better chance for certain mobs (enderman, shulkers, etc) and or more loot (chickens, pigs, etc) Honestly looting isn't an enchantment to look for unless you need help getting certain things like ender pearls or shulker shells. (Also P.S if you want to get ender pearls, you should get a cleric villager. Level it up to its last level. They got me my ender pearls. But I think they only do this past 1.14.)
