No. I think a more end themed material would be appropriate.

You can still get netherite from bastions, but only ingots, scraps, and ancient debris. Besides, I strongly disagree. Having netherite generate in End cities would ruin one of the biggest reasons to go to the Nether, which is the antithesis of the Nether Update.

I think netherite should be added to end cities, just make them like the rarest loot you can get from a chest or something. Prior to 1.16, the cities had END game loot (enchanted diamond armor, tools, golden apples, etc.) or loot that was clearly meant to be valuable. This makes sense obviously because this is the END of minecraft. I personally got a full set of netherite armor before I killed the dragon, but because of the armor I had, most of the end city loot (which is supposed to be end game, OP loot) was boring to me. I only cared about getting an elytra at that point. While I understand minecraft wants netherite to be nether exclusive to make players spend time in the nether, it makes no sense that netherite wouldn't be able to be found in end cities. And for those who say that netherite scraps/ancient debris is nether exclusive, diamonds gold iron are found in the end cities, aren't they overworld exclusive? Again, I think netherite/debris and netherite gear should be extremely (most likely the rarest) loot one can find in end city loot chests. It gives those players who've achieved netherite more of an incentive to explore the end cities which was intended for players with good tools/armor to explore prior to 1.16.

This makes a lot of sense, but it might be a bit OP.
