Nether Wart Blocks and Warped Wart Blocks should be insta-minable with a certain hoe. Maybe insta-minable when using a diamond or netherite hoe? Or if it has Efficiency?

Efficiency 5 diamond hoes can already mine wart blocks instantly (at least on Java Edition. If it doesn't on Bedrock Edition, it is a parity issue and should be reported on the bug tracker).
