A saddlery table would be a workbench-like table that allows the player to craft saddles.
The materials for a saddlery table should be hard to acquire or the table itself should be a rare treasure item. As it currently is, the saddle is a treasured item. My suggestion is to make the table the treasured item and let the table be a gateway to make saddles available more reliably.
Saddles should remain a mid-game to end-game item for good reason. I have no issues with when saddles become available to players.
While finding a saddle deep underground or fishing them up from a lake isn't realistic, realism isn't my concern either.
The issue with currently implemented saddles is that the current methods to acquire them make no sense and the effort that goes into acquiring them throughout the game doesn't scale. A player at the beginning could luck out and fish one out of the water and have no horses around to use it on. A player later in the game who is trying to find a saddle has to grind for saddles with a fishing rod.
The saddlery table is the solution. It is a goal worth working toward during gameplay without turning saddles into a common item.
