An option to have nether portals or nether reactors

Add a gamerule that toggles if you want to use nether portals or nether reactors. This would lock the ability to make nether portals and allow the nether reactor to be obtainable and possible to activate but if this gamerule is off, nether portals will work and the nether reactor core will only be obtainable through creative and will not work.
