"doBackgroundMusic false" would prevent Minecraft's music from playing naturally (most notably the overworld music) during gameplay. For custom maps, this prevents the default soundtrack from playing over other custom music (overlapping, yikes!) and also prevents it from playing when tonally inappropriate.
There are already ways to do this, such as replacing the vanilla music files with blank sound files in a resource pack, rapidly repeated /stopsound commands, or politely asking the user to turn off Music in the options (which isn't super reliable). This gamerule would make disabling default music much simpler, especially for maps without resource packs.
...Not to say I don't love the work C418 and Lena have done with the soundtrack! <3
