there should be a way to reset end city's so that servers can still function with vanilla

a rare item that can be offered to replenish an End City / Shulkers (or other stuff too)

ways to implant these ideas

a rare item can be manually farm-able or taken from the dragon?

a use for the Phantom Membrane combined with a drop from the dragon?

a drop from a new boss?
