I just came up with this, but this may be childish at hindsight, but what if you use nether vegetation like crimson roots on the normal world to spread its influence, by making some blocks around it like those in the nether. This may include stuff like ancient debris, but may also include nether mobs, creating a split between advantageous and disadvantageous to the player.
The player themselves could plant this vegetation to spread the influence or there could be some mobs which can transport between both worlds(through nether portals) in order to plant this vegetation and spread the influence themselves. this influenced part of the world will not be inhabitable by villagers, creating a disadvantage and a possible point of planting vegetation for this mob.
Whether or not the player wants the influence of the nether to spread or not is up to them, since they can see it as a pro and a con.
