Allow datapacks to have smithing recipes

Many mods add new ores, but there is no easy way to use the new smithing table functionality introduced in 1.16 to make their ores be combinable with diamond tools, without using interacting directly with the code. If there was a "minecraft:smithing" recipe type, that would allow modders to make smithing table recipes much easier.
