Since removal of zero-tick farms will otherwise result in the need for massive, server-lagging designs in order to get a decent amount of items such as sugar cane or cactus, which grow very slowly and do not work with bonemeal, I suggest adding a mid- to late-game growth accelerator, a craftable block that can be placed near crops and will make them grow at a much faster rate. My suggestion is to require a Nether Star as a crafting ingredient, perhaps also diamonds, Netherrite scraps, or something else that's of similar cost.
If the primary objections to zero-tick farms are their lack of cost and nearly immediate availability in survival, then this sort of mechanic addresses those nicely while not breaking servers with thousands of observers watching plants.
