The (probably toggle-able) concept of outer region biomes is that as you go a set distance in Minecraft, new biomes start generating. For example, if you go north 500 blocks, biomes that wouldn't generate before reaching 500 blocks would now start generating. This would give players more reason to go out and explore greater distances to get unique resources, mobs, blocks, etc. This may also allow freedom with lore implications like with structures, civilizations (like villagers and piglins), and more.
Maybe even adding a system where certain biomes only generate in certain directions, like some biomes that generate if you go out northeast won't generate anywhere else, would add more to do with exploration, lore, and resource gathering.
This would take a lot of work for the system and the biomes, but maybe it could be done in sections or only apply to something like caves.
