    Droppers give randomness already

Droppers is for moving things, and the dice is for random, mixing purposes isn't a plus.

Maybe it could be crafted with 3 Wood Planks, 3 Cobblestone & 1 Redstone Dust

It should be that the dice is a 16 sided polyhedron, and that it using it will output a random signal strength from 0-15.

I have a better suggestion for the dice block. I suggest splitting them into two blocks: The Die block and Redstone Die.

The Die block would be a decoration block crafted with either bone or the new goat horn. Its white with a 8×8 texture but its the same size as a conduit.

The Redstone Die is a full block in the shape of a frame that has the Die model inside which serves the purpose what you described while it also having an animation the the die rolling inside.

The die could even be colored to your liking.

Great idea, maybe you could have multiple of these dice blocks with different values for generating a different range of random numbers or possibly it could be done like a redstone repeater when you right click the block the numbers change.

This idea seems a little too specialized (randomness is already possible with droppers, and two blocks that do the same thing but one only does that thing is pointless), but it would be useful to have a way to have random 1 in 3 (so it wouldn't be pointless).
