    That, or like you have a chance of catching a drowned, if they don't want to add another creature to the game but still keep that mechanic

    This is an incredibly smart feature to counter the AFK-Treasure fishing farming mechanic. The devs try to patch this particular thing, but people will still find a way, I am certain. Having a chance of a hostile mob encounter during fishing will counter this, and give players some entertainment during fishing, or maybe even a reason to fish because they want to encounter it.

    Currently in the game we already have the drowned and the way to differentiate their kappas is through their peculiarities.

    The kappas are creatures of Japanese folklore, they have the size of children and the incredible ability to regenerate, they cannot get out of the water because they languish and take damage.

    With the size of a baby zombie and the ability to regenerate, it would certainly be a great challenge to face this creature in the waters. So the solution I found in the legends to avoid it is through cucumbers, which can be either a new item or the existing sea pickle. In the legends, if you throw cucumbers at the Kappas, they felt morally obligated not to attack you, this would be a form of protection, even if temporary against them, in addition to being the biggest difference between them and the drowned.

    Usually inhabiting rivers and lakes, they could be generated in swamps, to create greater diversity in such a biome, with more challenges and dangers, in addition to increasing all the mythology within the game.

    You know what would be funny. In Japanese mythology, the Kappa have sort of a dip on their heads called the dish (sara) that they fill with water when they leave the water. If that dish gets empty whilst out of the water, they die.

    In Minecraft, they could also occasionally leave the water and walk clumsily to villages (to trade). Some might have their dish half-empty and by filling it with a water bucket, they could befriend you or just give you a little present.
