Brief Description:
A player should be able to enchant an item without the required levels (and/or lapis), but with a chance to get a curse.
In-Depth:
Enchantment Tables should allow the player to enchant an item at a higher level (and/or without the required lapis), but doing so has a chance to result in a curse being applied to that item. You can only be 5 levels under the required, and you must have the levels that would be taken away (so you can't do a level 3 enchant with no levels, but if it is the first option in the Enchantment Table, you could do it with 1 level). For each level that you are under the required amount, there is a 10% chance to get a curse, so if you are 5 levels below 30, but you really want that enchantment now, you can risk it. (With lapis, each lapis you are missing is 15% chance, so with both combined, the max chance to get a curse is 95%) The graphic you have to denote this so the player is aware (See images). Obviously the reds would have to be different so it is more readable, this is just a mock-up.
It would also be cool if you could remove curses at the cost of levels somehow. (Similar to how grindstone removes enchantments and gives levels while keeping curses, some other block could use levels to remove curses while keeping enchantments.
