Add gamerule to allow multiple deaths in Hardcore mode if you have a valid Respawn Anchor

This would give us a semi-new game mode where as long as a player can keep their respawn anchor fed, they don't have to worry as much about dying. However, to balance things out a bit, the respawn anchor should lose one of the "extra lives" every few days so you have to keep feeding it while the game rule is active.
